The Scientific Case For A Return To The Moon

Thingumbob Nothing personal, but that is a joke. Just saying it wont happen. If any base is built in 30 years time it wont be Japan's for more then just a few reasons.
1. Japan will be directing its peoples resources for close to a decade rebuilding from the earthquakes and tsunamis that hit it.
2. Their current Debt to GDP. The people of a nation can not indefinitely continue to consume more then they produce. 
3. Couple No 1. and 2. with Japans new feed in tariffs that force utilities to pay a premium for more expensive solar (factoring in additional cost for supplying peek demand), and those cost get distributed to all consumers in higher bills leaving even less money for the people of japan to spend on things they want including basic necessities. 
 
Then they need the following Apollo like infrastructure requirement x 10  4. Launch platform,
5, Spaceship to take them to the moon
6. Lunar decent modules.
7. And last but far from least be able to sustain humans on a lunar base with regular launches.
